1. Acceptance of terms
By accessing and using Popularitate.ro, you enter into a contract with the service provider identified in Section 2 below and you accept these terms and conditions in full. If you do not agree, please do not use our services.
2. Identification of the service provider
Services available through Popularitate.ro are provided by:

Hereinafter this entity may be referred to as the “Provider”; the website and brand under which services are offered is Popularitate.ro.
3. Description of services
Popularitate.ro provides digital social media promotion services (including, where applicable, delivery of followers, likes, and shares for platforms such as Instagram, TikTok, and Facebook), as described on the website.
Services are provided “as is” and do not guarantee:
- commercial outcomes;
- increased sales;
- subsequent organic engagement;
- permanent retention of interactions.
The purpose of the services is to increase visible metrics (“social proof”), within the technical limits and policies of third-party platforms.
4. Nature of the services
The client understands and agrees that:
- the services consist of the technical delivery of interactions;
- delivered interactions cannot be withdrawn after delivery;
- social platforms may remove or adjust interactions or related accounts over time;
- the Provider does not control social platforms’ algorithms or policies.
You agree to use the services in compliance with the terms and policies of each relevant social network.
5. Client obligations
For correct delivery, the client must:
5.1. Public account
The account must be public for the duration of delivery (where the service requires it).
5.2. Correct link or username
The client must enter a correct and valid link or username, as required at checkout.
5.3. No changes during delivery
Changing the username, link, or relevant account settings during delivery is not allowed if it prevents or distorts fulfilment of the order.
5.4. Follow instructions
The client must follow the instructions on the service page and at checkout.
5.5. Consequences of non-compliance
If these conditions are not met:
- the order may fail;
- delivery may be impossible;
- no refund will be granted on grounds attributable to the client;
- the order may be marked as administratively completed where delivery has started or finished within the available technical limits.
6. Orders and payments
Placing an order constitutes a firm purchase agreement on the terms shown on the website.
Payment is made using the methods available at checkout. Processing begins after payment is confirmed, within the technical limits of the platform.
Online payments are processed via Stripe; the Provider does not store full card data on its own servers.
7. Delivery of services
Delivery usually starts within minutes or hours. In some cases it may take longer (including up to 7 days), depending on third-party platforms, volume, and the maximum timeframe (SLA) indicated on the website for the ordered service.
Delays may be caused by third-party platforms, volume, or technical checks. An order is considered completed when the delivery described for that service on the website has been carried out.
8. Refund policy
8.1. No right of withdrawal (digital services executed immediately)
Services are digital and, where applicable, executed or started immediately after payment confirmation. To the extent permitted by applicable law (including Romanian Government Emergency Ordinance No. 34/2014 on consumer rights in distance contracts), there is no right of withdrawal after delivery of the digital content / service has begun, where the law allows exclusion or limitation for the nature of the service.
8.2. When a refund may be granted
Refunds are reviewed and, where appropriate, granted only if one of the following applies (without exclusive client fault within the meaning of Section 5):
- the link entered is invalid and the order cannot be processed;
- the service cannot be delivered for technical reasons attributable to the Provider or its direct delivery partners;
- full delivery as ordered is not possible despite payment confirmation.
8.3. When refunds are not granted
In general, no refund is granted if:
- the account is private or inaccessible for delivery;
- the username or link was changed during delivery;
- the link or data entered is incorrect due to client fault;
- the client changes their mind after placing the order;
- the service has been delivered as described on the website.
8.4. Online dispute resolution (consumers)
If you qualify as a consumer under applicable law, you also benefit from statutory rights. Under EU Regulation No. 524/2013, online dispute resolution is available via the European Commission platform: https://ec.europa.eu/consumers/odr/.
9. Warranty and post-delivery drops
Some services may include limited warranty (including refill-type warranty), as shown at checkout and on the dedicated Guarantee page, where applicable.
After delivery, interactions may drop; social platforms may remove or adjust accounts or actions; the Provider does not control these processes.
Popularitate.ro can deliver the ordered service but cannot control users’ or platforms’ decisions after delivery and cannot guarantee permanent retention of the same level of interactions. Retention over time depends on factors such as account activity, posted content, and changes by social networks.
Popularitate.ro cannot guarantee a fixed, unchanging number of followers (or other interactions) after delivery, beyond the express commitments for your specific order (e.g. warranty / refund policy), which do not mean a perpetual user count on your account.
If the client purchases followers (or equivalent audience / follower-count growth services) from other providers (including other websites, apps, or individuals), during the warranty period or in connection with the same account / link for which they ordered from Popularitate.ro, the warranty for our order automatically ends in full, without prior notice. In that situation it is no longer reasonably possible to attribute fluctuations or drops exclusively to our delivery.
Follower quality, delivery sources, and refill guarantee
We work with premium delivery sources made up of accounts with complete profiles and visible activity, selected using strict quality criteria.
The services we offer are promotion / SMM services, and the resulting growth is generated through external distribution networks. For this reason, we cannot guarantee the exact follower count will stay unchanged after delivery, because platforms may remove or periodically adjust accounts, which can lead to natural fluctuations.
For followers, the estimated retention rate is between 70% and 90%, depending on the platform, account type, and updates made by the social network.
In addition, we offer a refill guarantee for 14 days from order placement, with the option to extend the period, in line with the Guarantee page and the conditions shown at checkout.
10. Limitation of liability
Popularitate.ro / the Provider is not responsible for:
- drops in interactions after delivery;
- changes to social platforms’ algorithms or policies;
- suspension or restriction of accounts by third parties;
- use of the services in breach of platform rules;
- financial, reputational, or other indirect or consequential loss.
Total liability of the Provider to the client for any claims relating to an order is limited to the amount paid by the client for that order, except where such a limitation is prohibited by mandatory law.
11. Intellectual property
Website content (text, graphics, structure, brand), to the extent protected, is subject to applicable rights. Copying, reproducing, or unauthorized use without the Provider’s written consent is prohibited, within the limits of the law.
12. Privacy
Personal data is processed in accordance with applicable data protection law (including the GDPR, where applicable). For full details, see our Politica sulla riservatezza.
13. Changes to these terms
The Provider may amend these terms. The updated version takes effect from the date of publication on the website. Continued use of the website after publication may constitute acceptance of the changes, within the limits of the law. For orders already placed, the terms in force at the time of ordering generally apply, unless mandatory law provides otherwise.
14. Governing law and disputes
These terms are governed by the laws of Romania. Romanian law applies to the legal relationship between the parties.
The parties will seek to resolve disputes amicably. Failing agreement, competent courts in Romania shall have jurisdiction, to the extent permitted by law.
